Pure blackwater? Condi-PU? Run past them.
I’m not joking.
Blackwater – I play it a fair amount – has virtually no stopping power. The whole build relies on you wanting to kill the Mesmer. Strategically speaking, this means that you can safely ignore them unless they’re on an objective you need. In which case, briefly bring the group and assist-train them dead (that still works fine :P ), then resume as before.
Carighan is 100% correct. I walk away from them. It is troll build with very little stopping power and almost none existing direct dmg. I can kill them sometimes but it takes a lot of time and very tiresome. This build involves very low skill cap and easy to play.
BTW i put eles on par with necros and rangers as 3 easiest classes to kill 1 v 1. Usually i win 8 out of 10 in WvW. Tho to be honest i met few very good eles who kick my kitten more then few times.

If you do have to hold a cap point or something, just don’t engage. Run around not using skills in the circle and ignore them till help arrives. Don’t worry, they can’t run away, only juke.

As an ele, you need to be careful though. If you engage fully, you can be burst down rather quickly with the condition load if you’re not careful. Once you’re low, if you drop any aoes when running, a long range torment tag can and will finish you.
If you’re trying to counter a counter build, you’re gonna have a bad time.
condi overload eats most PU mesmers alive. If you can lightly threaten them until they blow blink and decoy, then you can 100-0 most of them with condis before they can really respond. Good condi necros should be able to eat most crappy PU mesmers (which is 95% of PU mesmers) alive. A good condi engi can do it too. A really smart / patient condi warrior can do it if they can land pin-down and impale after the mesmers cleanse options (usually just their two torch skills) are on CD.
If you’re running a s/f s/d or d/f ele I don’t think you have enough options to really overwhelm them. If you’re on a celestial heavy d/d then you can make burn and chill do enough work for you to keep them really pressured. d/d is fundamentally at a huge disadvantage to PU though because of the clone on death traits. You have to be extremely meticulous to take out the clones at a range where they won’t condi load you on death.

First thing I thought while still reading the thread title was “mobility” and very related to it is “stopping power”.
So yeah, look for something else
There…is no way…I built a condition Mesmer build for my friend…I have never beaten it.
If the Blackwater Mesmer is still Scepter/Torch and Staff – Diamond Skin. I have yet to encounter a Mesmer condition build that runs Scepter and Staff that can beat me when i run Diamond Skin.
Scepter and Staff have like terrible direct damage when they are pure condi, Not even sure 1300 Power would be enough to counter my self healing enough to get me below 90% health.
I guess you have more trouble with necros than condition mesmers.
As someone who likes running the PU builds, conditions.
Conditions can melt my face pretty easily. Our condition removal really isn’t that great.
