A little help...
Also what do you use for AoE, assuming your build does not use staves. Its the one thing I have had the most trouble giving up my engineer for, its so easy to tag everything.
There is limited AoE on wells if you don’t want to use staves, but Necro AoE damage is tiny on staves anyway, they’re more for applying debuffs than damage. You’re not going to be doing realistic AoE damage as a Necro outside of epidemic condition manipulation.
On the race part, I don’t know. I’ve never used a racial ability since they were intended to make you feel special rather than for combat.
But, most Necro’s seem to go Conditionmancer. This gives good AOE and single target damage through the use of DOT’s. Scepter (Main Hand) and Dagger (Off Hand) with Staff as your second weapon set. For Utility, I use Epidemic, Well of Pain, and Blood is Power. I use the Well for my heal, but mostly because I often play in a group. First ten points, I put in the second trait line for the Hemophilia trait for longer bleeds. Then, ten in the first. Finally, ten in Blood Magic. This will get you to level 40.
Stack your bleeds quickly, then use Epidemic to spread them. As for the max bleed cap, don’t worry about it. You’ll still get gold in events, and you usually don’t have enough people to reach a 25 bleed stack at lower levels anyways. Hope this was some help!

if you want to level fast, gear for power/crit, use a well build and use DS #4 often.
you really should be using a staff and put the aoe fire proc on it
