Attributes for a Level 21 Necromancer
As you mentioned, at lower levels stats aren’t that big a deal, so don’t stress over’em.
One benefit of Necro’s is we have the largest base health pool, so stat wise you ignore additional Vit. Toughness is always welcome, but this early on you don’t really need any defensive stats, your base health is fine.
I included the stats I shoot for below, but what you might want to look at is your build and skill choices, as well are you using runes/upgrades on all your gear? Are you using all trinket slots (Amulets, earrings etc). I know on all my chars, when you hit level 20ish you start to feel a pinch if your not using runes and trinkets. Trading Post is your best friend, see if you can find any cheap upgrades for missing items.
I’m running an axe/focus power build, so my choices may be different from yours, I’m sure someone can chime in on right stats for a condition base necro
for levels 1-30 I focused on power/percision, low levels stats don’t matter a whole lot, but paired with matching traits for the most part, power/percision is the focus.
Once you hit 30, and your able to start doing dungeons, start looking at including toughness on some of your rune choices, as well run with toughness/vit trinkets. The rest of your gear again focuses on power/percision.
Later on at level 55 plus, when gear has three stats, you can again dump vit and go for toughness/power/percision trinkets and gear.

Ettins are just tough mobs in general I’ve noticed. They always seem to have more toughness and vitality then other normal mobs, so it doesn’t surprise me that a veteran one would be a little tougher than the average veteran mob. I wouldn’t sweat it too much, necro’s are about grinding down and surviving more so than straight up killing fast.
However, with a power/crit focus and Well of Power and Bone Minions, you can drop some pretty good aoe burst and exploding the minions (all they are good for anyway) will aoe blind as well. My necro is only in the 40s atm, but the first traits I did were the crit/condition line and power/duration line, then I put some into the toughness trait line and respeced at 40 and dropped the toughness for more power and minion damage 30% trait, which makes my Bone Minions explode for a hefty amount and allows me to gather mobs and aoe burst them at a quick pace along with the well. I have toughness/vitality in my jewel slots and the rest of my gear is power/precision/crit damage and I’m cruising along easily.
I actually found Ettins to be some of the easiest mobs to drop as a low lvl necro because they’re slow and telegraph their attacks. I ran condtionmancer and just kept chilling/crippling and stacking bleeding & poison on them as I backed away. Toughness doesn’t do crap against conditions. And like SicJake said, we have a high base health pool so you shouldn’t have to stack vit at your level. If you’re running a power build stack power, if you’re running conditions run +cond dmg (obviously). But try to itemize your gear for the way you’re playing. Often I’ll vend an armor upgrade if it’s got the wrong stats even at low levels.

Smart Necros with a lot of minions and Death Magic build instead of BM or SR are incredibly cool too. But I’ve never loved minions as much as they deserve, so I decided to build my own way
It sounds like you’re running a power build, so I’d suggest switching to Dagger/Focus or Dagger/Warhorn as your primary weapon set if you aren’t using one of those already. Dagger 1 has one of the highest DPS of any autoattack in the game, so you want to focus on raining stabbity doom on your foes as much as possible. Don’t use Dagger 2 or 3 unless you need the effects they offer as they’re both DPS losses from Dagger 1. Focus 4 is great for burst damage against a single target while Warhorn 5 has some of the best AoE DPS over time of any single skill use.
For stats, focus on Power and Precision for now. Eventually you’ll want to focus on Power/Precision/Ferocity, but you can mix in defensive stats if you’d like to go a bit more bruiser. Ignore Healing Power entirely; it can be useful for some builds, but I don’t generally find it very useful for managing the open world.
For Utility skills, Wells hit extremely hard, especially if you spec into Blood Magic for them. If you hit someone with Well of Suffering + Focus 4, you should be able to pretty much demolish them. For sticky situations, though, Minions can be very helpful, moreso even than defensive stats, since they draw a lot of enemy fire while also outputting a bit of DPS.

Actually, Vitality is still really strong on Necromancers because Life Force is percentage based, which means we are in the unique situation of getting more sustain power from Vitality. Still, it maths out so that our ideal tankiness would be to have 10 total HP per point of total Armor, so you’d want to calibrate your gear so that you land around that mark if you want maximum efficiency.
