the real question is how cool does the animation look?
I think it looks like someone used Elementalist Staff skill 3 on you.
I used it for a while because it came with the armor I bought. At the time I wasn’t impressed, mainly because at the time I was killing it in WvW with a staff build.
I guess it could be useful, but you’re giving up quite a lot of potential. You have to get the full 6 runes, and 2 of the 6 effects do very little for you. In a condition damage build I think you would get more out of runes of the Nightmare. It gives you another Fear and 10% condition duration as well as a bunch of extra condition damage.
Gunnar’s Hold
I can’t remember who it was, but there’s a WvW video of a necro using a complete set of those runes.
I’ve tinkered with them in sPvP and haven’t noticed any difference at all honestly. This is one of the reasons I’m a little excited/worried about us getting burning condition. It will be nice to have a new condition in our arsenal, but I’m very skeptical about what it will really do for us.
I toyed with these a bit. There is something wonky with the duration rounding that does in fact give a long burn duration.
I found them to be interesting and fun to play with. Professions with shorter CD on their heals can make a strong use of them, and Necro can make them marginally effective as you describe bombing with them. The downfall is that you are using your heal at inopportune times in order to produce damage and that all of the Necro heals have a long cast time, so you are prone to get your heal interrupted and subsequently focused to death.
This can produce hilarious results in Hot Joins where you run onto a point casting your heal and follow with AoE Sigil, Fear, Marks, etc. I never found it a reasonable option for tourneys, but trolling hot joins with this kind of stuff was a big hobby for me at one point. This is the kinda stuff that leads to people accusing you of hacking.

It was pretty fun and effective…
Quickness often helped me with stomps or getting a fast heal off at difficult situations which was a lifesaver.
As for the burning… its usually tough to decide whether u should waste your heal for the burning dmg or save it for condition cleansing (if u use CC) and heal.
But once u get used to having it and using it,its really fun since noone really expects u to burn them and it has a long enough duration to easily spread it with epidemic and stack its duration.
Just be prepared to link you gear often in chat since people will often accuse u of hacking :P
