Best starter runes for a condition necro?
Runes of the Undead cost practically nothing.
Can’t go wrong with orbs.
Can get various stat ones (Carrion/Rabid etc) and they tend to be cheap (I think about 5-10s each)
Should work well enough while you look into getting the more extravagant rune sets.

That and it’s arguably the most effective rune set for a condition damage build.

Arguably as in: it’s the armor upgrade combo that gives the highest amount of condition damage, yet some other condition-mancers prefer to have condition duration on their runes… or other stats entirely.

This is a lot more difficult to answer than giving cheap rune options.
As a rule of thumb: First choose your weapons, then your utilities and traits, then your gear stat prefixes. Not the other way around. So if you could elaborate on your build with a little more detail, we’d be able to give more accurate advice on gear accordingly.
Well this is the build I made
So I use a Staff and Scepter/Dagger.
I focus on laying down all my coditions, then while I wait for the CDs, I stack bleeds with scepter. My elite is plague to stack poison/bleeds even more.
Btw, does Plague make you invincible? Always wondered
I also have a lot of money saved up… anyone know the exotic scepter/dagger to buy for conditions? I’m using a Final Rest for my staff.
Some people run condi duration like half runes of the afflicted instead of undead runes.
As for trinkets, I use full rabid, rabid weapons (Sigil of agony + earth) and rabid armor.

- While in Plague form, the necromancer’s base power is doubled, base toughness quadrupled, and base vitality tripled. At level 80, this adds 916 power, 2748 toughness, and 1832 vitality.

That and Plague is better to be the Blind spam rather than the bleeds. The pulsing Blind greatly increases your lifespan even beyond stats. The bleeds actually hurts your DPS as you can apply better bleeds and regular damage outside of Plague Form.
For a Condition damage necro, you basically want straight Rabid. Keep in mind, though, that this means you are useless versus objects as you can neither crit them, not deal condition damage.
