Best wvw condi reaper build?!?!?!

Coming from a 15/20man-team focus, I also ended up with a Curses/Spite/Reaper-build for several months now. Also a hybrid. With both on shroud-entry procs, Deathly Chill and boonhate oozing out of every orifice (Well of Corruption, NCSY as utilities). Traitwise pretty much the same, except with Plague Sending.
My rune choice currently also different than yours. I currently run with Rune of the Reaper, to maximize the impact of Deathly Chill (had quite some shouts on bar already)
My hybrid however has a little bit more toughness, around 1500 mark, 30%+ Critical Chance and about 1300 condi-damage (more with food). So, I gave up some of the condi-damage for bit more toughness. Almost full Viper feels a bit too squishy (for largescale).
I also like to drop my staff on this build, and run Axe/Focus + Scepter/Dagger (or Warhorn).
Downsides I feel are a bit less resilient Shroud, less Lifeforce-generation as well as really missing Blighters Boon synergizing with self-might stacking. Also, the change of heal makes your allies’ cleanses & own transfers that more important.

Wait Holl, did you change your build linked here? Or am I getting crazy? I am pretty sure it was a Curses/Spite/Reaper-build before, without staff, with Rune of Antitoxin, almost full Viper (a true Hybrid)…. or did I suffer my first psychosis?

“best” is such a relative term in WvW no matter the class.
It’s a reaper chillomancer. That automatically make it OP and cancer against pretty much any target in any situation. But is it really “best”?
Personally I would change that chill sigil to corruption. A single chill on 10s cd compared to more condi damage overall is meh. Then I would pick Dhuumfire over DP but given your hybrid damage weeeeeeeell maybe DP work as well. A chillomancer necro has zero need for precision though. I find Dhuumfire to work pretty darn good smallscale vs evasive classes as you only need a few seconds to dump good burns for no skill cd.
I also find the scavenging runes an odd choice compared to using say krait. Less condi dmg perhaps (balanced out against corruption sigil) but definetly more cancer…
Lastly, your build fail at the “best” requirement as you havent worked in perma-swiftness or 25% there. At best you got 50% uptime on swiftness. That’s not enough in WvW unless you are a zerger and rely on other players (in which case literally any necro build will get you by). Or maybe if you are a claimed objective humper. Having no reliable speed cripples the build in small scale and usually means you are the primary rallybot when fighting groups of equal/better skill or larger numbers. Wiggling your flesh worm around will only prolong it slightly.
But granted, I’m not an expert. I run my necro full apothecary at the moment lol.
I am no expert either but I am finding that slight variation in necro builds really interesting. I would opt for condi duration since most WvW players are familiar with condi cleansing. Since we talk about a pure condi approach I would go Trailblazer over Viper getting the extra survivability as a bonus.

If I am in a zerg I go spite/curses/reaper, nice vuln stacks unlong with bleeds.
Smaller group or solo, curses/soul reaping/reaper so I can spin to win more.
I prefer curses because crits cause bleed (dont just go trailblazer) and parasitic contagion gives some small sustain or go lingering curses.
I also run with mostly shouts (reaper runes) and run speed signet which I change if I get time into epi for lords or boon corrupt or transfer.
I think there are so many viable and fun builds though.
I run sc/dagger| staff, scepter bleeds etc.
Just FYI, there are many builds out there to counter this so don’t expect everything to be a free meal >:)

Must say I am a little curious why you choose to put the stacking sigil on the staff. Even being heavy in the frontline, most necros I know of use their staff most of the time, only swapping to secondary for cooldowns, so it’s natural to keep the stacking sigils on that set.
