In testing I was able to determine that hitting that threshold is not an “all-or-nothing” situation. I was prob. one of the loudest people about bleeding duration at 100% being super important, but in testing being at 100% isn’t really the case.
Just to sumarize if you think about any attack taking place somewhere within the mob already taking bleeding damage, your attack is going to apply a bleed sometime either before or after the last bleed tick. It is true that the very first bleed tick on a mob, if you do crit, will ONLY tick once, without 100% duration.
Any bleed after that point will not have that problem. Consider if I have 50% longer bleeds and the following timeline:
0 seconds – I bleed the target with Blood is power
…
0.6 seconds – I attack the target with Sceptor 1 (then stop immediately) – and crit – and proc barbed precision
…
1 second – total bleed damage tick takes place. This will include your 2 BIP bleeds and your barbed precision bleed and your sceptor 1 bleed.
…
2 seconds – total bleed damage tick takes place again. All bleeds tick again
In this case, since you applied your barbed precision bleed at 0.6 seconds, it only needed a duration of 1.4 seconds (or +40% duration on bleeding) to get a full two ticks of damage off.
Since you can’t really control when your sceptor or barbed crits happen, it is safe to assume there is an even distribution throughout the second between damage bleed ticks where barbed precision crits can and will occur. Which means your bleed increased duration %, will be equal to your “chance” to deal the extra bonus second.
At 100% duration you have a 100% chance to get 2 seconds of bleeding from barbed prec. At 50% duration you have a 50% chance to get 2 seconds of bleeding from barbed prec., and a 50% chance to not. etc etc etc
Anyhow, long story long, since bleeds in ANY PVE environment are short for this world, duration feels less and less useful unless you can control your team makeup to avoid incidental bleeding classes/builds.
In PVP, the chance is what it is, and you would be better off guaranteeing extra damage from undead runes, and banking on say 70% duration, to give you the 70% chance at the bonus bleed tick.
Not to be rude, but is there ANY evidence that all bleeds tick simultaneously? You can’t compare it to Poison, Burning, or Fear because those can only ever tick once per second anyway, no matter how large of a stack there is.
Bleeds are all tracked seprately on their durations and intensity, so it makes no sense that they would all do their damage at the same time. On top of that, graphically we have evidence against that as a bleed stack has numbers flying off constantly, not bursts of numbers once per second.
I have never seen Barbed Precision tick twice unless you have 100% bleed duration (though it is difficult to tell as it is rarely your only bleed).

well an enemies health doesnt continuously drop as the ticks happen, it seems like it takes all the cond dmg that happens in around 1 sec then applies the dmg to its Hp over and over

Get hit by an ele using churning earth, and it stacks 8 bleeds on you immediately. Watch your HP, do you see it update every .125 seconds or just once? Every indication is the damage is done in 1 second chunks, and is evidenced by the fact you can be at 10 HP, and survive a full second with 25 bleeds on you.
As far as seeing barbed precision tick twice without 100% bleed duration, I will test later to verify, but what I will test is the following:
Put BIP on a golem, and get my bleeding duration up to 90%. Right after the bleed ticks, I am going to hit it with staff 1 from as close to it as I can get. I should be able to see the extra ticks come in once staff procs the bleed (so as not to be tainted by the normal sceptor bleed or fast attacks of other weapons).
The reason why the above makes sense to me is because of how the game is dealing the damage, and although it tracks bleeds seperately, it always deals that chunk off damage on the second every second. If the mob had 2 bleeds on it, and one of those had a 30 second duration, while the other had only .5 seconds left, BOTH would deal damage. The same should be true if the bleed started just .5 seconds before.
You can either look at it like the game is screwing you out of an extra bleed tick if you apply a bleed .5 seconds into an existing bleed, or it is giving you that extra tick with enough duration.
Anyhow, looking at how terror works, it makes logical sense. Terror gives two ticks without 100% duration for the exact same reason. That reason being that not just bleeds, but ALL conditions deal their damage at the same time every second on the second. (Excluding confusion).
EDIT: also if you need more evidence put 25 bleeds/poison on a target, then epidemic it to something else. Watch that something else. Its heal with tick down in chunks, not gradually. Also poison/burn/terror apply their damage with bleed always as well.

It would be better to compare two eles, using churning earth about a 1/2 second apart as that would provide two large amounts of damage (easy to see) that should be ticking at slightly different times.

They all tick at the same time, you can tell just by watching your target’s health bar instead of the numbers flying off their model.
Yeah the whole UI display of bleeding is really eye candy… not sure why they did that other than to make up a good excuse for leaving condition damage off the combat log.
Another good test I did last night was to put 20 bleeds up on something of variable durations, and then epidemic that mob over to another mob. Mob number 2 take big chunks still, even though the bleed durations are all over the place. It may feel like there are in-between-ticks, but that mainly has to do with sceptor attacks looking like ticks.
On yet another horrible side note, have you ever been in a dungeon group, and cast epidemic on a mob with 25 bleeds, and spread that to 5 other mobs, only to have a second necro in your group cast epidemic on one of those mobs? My screen went from exploding in 170’s to dead nothing all around…. depressing.
Thankfully, I have not had that disappointment, as the only time I’ve run double-epidemic, we both hit something with only about 13 bleeds.
