Usually for my Dagger Powermancer I run 20/10/10/0/30 and take things such as condition removal on flashing DS to deal with annoying condition stacking bleed since I dont run staff as a secondary (Axe/focus instead). However, I heard from another thread listed ( https://forum-en.gw2archive.eu/forum/professions/necromancer/Questions-about-vampiric-master/first#post1959832 )
That vampiric master doesn’t give more damage, but all other traited siphon skills do. If thats the case, does your damage by the amount you siphon for with Vampiric and Vampiric Percision? If so, is this damage effected by toughness or is it a flat 59 added?

Also, one last question may be opinion based, but how do you feel about BiP over Well of Suffering ?

Yes, your damage will go up by the flat siphon; it completely ignores armor.
