Also which would be better for leveling Minion Master or Wells
Cant really give you a build because you don’t have all trait points or even tiers unlocked when levelling.
I played a condi build with scepter/horn + staff when I was levelling. I had no problem fighting mobs 5 + levels higher then me that way. I found necro really easy to level so I am sure most build works good.

Focus on traiting power, toughness, and vitality. Use armor and weapons focusing on those stats. Below about L60, precision and critical hit bonus % will be too small to make any noticeable contribution to dps and some could argue critical hits do not really come into play until you are close to L80.
If you want condition damage, use equipment that improve that stat but avoid trying to get condition damage via your Curses (precision) tree.
Pay attention to which weapons and utilities you want to run and try to match your trait skills to them. At low levels, it hardly matters, though.
Minions are helpful both for their damage, and to take aggression (aggro). Well of Suffering is probably the only one you should consider. Also, try running a signet for its passives. Signet of Spite adds power and Signet of the Locust gives 25% speed boost.
Run whatever weapons you wish. Practice using them and understanding their effects/capabilities.
