Chill Necro = Amazing
Ran a similar setup myself and was having a blast with it (pun intended). I went with the weakness as the uptime for it is amazing, and for LF gen/might I went with chilling force; they did a nice job improving it BTW.
Now I can’t wait till the end of October!!
What stats are you guys using?
I was running full rabid for the test and it seems to have performed well. On live I will most likely switch in some sinister for the extra hitting power depending on how difficult the raids turn out to be. My runes were krait, but I will use a combo of nightmare and antitoxin to max out both duration and damage on live; 1 second fear on a 60 second timer is not worth the loss of 28 condi damage IMO but YMMV.
Of course you would think this is great if you mained an elementalist. Chill is great against elementalists.
Chill, in the real world against every body else, has zero effect against thieves and hardly by effect against most other classes.
Chill durations, even in Grenth rune ice sigil builds aren’t long enough to chill an enemy, catch up to them and hit them with a greatsword attack (and two of Reaper’s 12 possible traits count on you being able to do just this but you can’t).

I’ve tried it, but is a personal problem or Parasitic Contagion don’t heal whyle in RS?
That will make that trait useless with a gs/staff build why your condition damage wil be at it’s top only in RS, where you will not be able to heal with this trait.
I’ve tried a Carrion build and it is very funny, but the numbers that a Valkyrie build give tickle me more than burn+poison.
Anyway try the combination of staff 3 or corrosive poison cloud + RS skill 4. that make you able to stack a insane amount of poison, the damage that combo can deal, expecially with CPC, on a single target is incredible!
(something like 20-25 stack of poison)

It’s always been like that. It would be pretty cool if it healed while in Shroud, or maybe if it was adjusted into something like Blighter’s Boon- heal while in shroud, gain life force while out of shroud. That would certainly improve scepter’s awful LF gain … of course, then you’d have a “mandatory” trait for scepter condi builds, and it would be competing with the “actual” Scepter trait (Lingering Curse) …
I ran full carrion, by the way. The amazing vitality combined with great DPS from regular AND condi damage just was too good to ignore.
Used Runes of Scavanging, and my GS had Sigil of Force and Torment whilst my staff had sigil of bursting and torment.
Seriously, sigil of torment is amazing…

I got 3 utilities and an elite that chill.
I got 2 GS ability that chill.
I got 2 staff abilities that chill.
I got 2 reaper shroud skills that chill plus a whirl finisher for additional Chilling bolts.
Please tell me again how chill update isn’t enough when ALMOST ALL my skills will chill?

Ignore them. Its been explained to them several times but they see now value in be able to quickly, constantly and rapidly apply chills that are 3s+. To them chill that is below 5s is pointless because of the weird unrealistic scenario of always trying to chill someone to catch them at max range with a melee weapon..
Also they dont see any value in chills other component which is reducing cooldown. Effectively for every 3s someone is chilled any skill that is cooling down has its cooldown increased by 2s.
I’ve been messing around with this build: http://gw2skills.net/editor/?vRAQJAWRnc0AV2g10AmbC0bilgBLeIuEjiUXhtwvKKpFAKXA-T5wFwAJeCAPLDA4SAAA
I guess it’s far from optimal in many ways, but even though i am a total nub in pvp, it worked pretty well. Definitely gonna stick to it when HoT launches and see how it goes.
Chilling Darkness vs Plague Sending, not sure yet.
