Chill and Fear in pve needs a tweak
I haven’t run into the immune to chill one yet.
The fear one is a problem, yes, but not across the board. The way these forever stable mobs react is one of two ways:
-fear is applied, the condition does damage, but there is no CC at all
-fear is flat not applied at all, and no damage from it
the problem is this is inconsistent across these mob types.
please make both of these conditions apply and do their damage, and if the mob is CC-immune, just don’t apply the CC.

I could not agree more. If our chill does no effect (other than a dot) to mobs with break bars but does trigger all our “on chill” effects, I see no reason whatsoever why we cannot do the damage associated with it. Even if it did not do the chill effect or the “run away” fear effect it would be a very nice boost to condition users. This in itself would make condition classes more wanted IMO.
And on a similar note: while we are at it can we finally do something about conditions not damaging structures (rot etc)?

I’m pretty sure fear worked as simply damage on the Vale Guardian. It was hard to tell exactly when I was testing it but it certainly applied the debuff. Obviously it wasn’t actually feared so I’m guessing all that happened was a fear tick went off and did damage.
I could be wrong though.
