It’s pretty obvious, and nobody’s impressed.
Our only counter to Thieves in Reaper is to tank them out like normal. My Tank Necromancer main weakness been Thieves and other tanks. But hopefully the damage of Reaper can make up for that with my build.
No I love necro but no chill should never affect initiative the movement reduction alone with other conditions can turn the tide. Your issue is with something else like no LF at start and slow cast times.

The chill vs thieves issue affects all classes not just necros, it is just broken design. Even Mesmer’s power block does not affect thieves’ weapon skills..

No everything affects DS look at it, while improvements might be coming DS is much more a hindrance than that. It’s not broken design they realized that and added weakness to PB, thief is king of mobility reduction of it is already strong especially with low cleansing and that’s why they have skills dedicated to remove them.
