I don’t really see burning as a way to “fix” necromancer conditions… neither does it fit in with the style of the class (i’m a necromancer.. I burn people!) I’m pretty sure Anet just removed the 25 cap to bleeding to fix our problem.
I understand that burning doesn’t fit, but at this point “fitting” is my last concern,

If you’re worried about burst damage, you obviously should not be playing a conditionmancer and go roll a power based wellbomber. And you said it yourself, nobody is able to stack/survive more than 25 bleeding with 1400+ cond dmg.
the problem people are facing is that when using a condition based build, they run into the bleed cap because other players also use bleeds. The damage is fine, people are able to rock in pvp to some extent with their conditions and for the most part, making burn the condition to solve our problems doesn’t fit with the whole Necro thang.
2nd thing, how do you propose burning solves our “lack” of burst damage? it’s a DoT based condition just like bleed, it will take time for the damage to completely unload anyway.
What about if we use say Charrzooka?
You can apply burning through runes http://wiki.guildwars2.com/wiki/Rune_of_Balthazar and use http://wiki.guildwars2.com/wiki/Putrid_Mark or http://wiki.guildwars2.com/wiki/Plague_Signet or http://wiki.guildwars2.com/wiki/Deathly_Swarm to move Burning from yourself to enemies. Note that all conditions transfered by yourself will use your condition damage instead of whatever their value was before.
What about if we use say Charrzooka?

We can’t do and wouldn’t be able to do confusion.
Mesmers can already do every condition in the game expect fear.
Engineers can already do every condition in the game except fear.
Rangers can already do every condition in the game except confusion.
If I’m not mistaken we have the most condition manipulation skills in the game. So you want to buff our burst cond damage to the level of engi, rangers and mesmers?
Is it balanced if we do the same damage and have the best cond removal and epidemic? There’s gotta be a trade off somewhere. I don’t want 8 identical classes. I want variety and with that I have to accept that some are better at things than others.
It is actually possible to build a necro that apply a lot of condition-pressure and moderate burst. You can’t have super-burst and condition-pressure, but you can have super condition-pressure and moderate burst. I don’t think it is what I would go for in serious tpvp, but for pugs it works wonders.

Wrong. It requires using Spectral Wall (an Ethereal Combo field) and either Staff #1/Bone Fiend attack (projectile combo puts out confusion) or one of our blast finishers (Putrid Mark, Putrid Explosion, or Necrotic Traversal) to give chaos armor (which then deals confusion).

Or alternatively, and a much easier way, just use Corrupt Boon on someone with Retaliation and you’ll get 3 stacks of Confusion, which is fun to spread around (1k dmg per activation).

Eh, I was just listing the methods that didn’t require any other factors over the Necro himself.
Once you add in other factors, it’s easy to cause every condition. A Guardian popping his Justice near you lets you inflict burning.
