Condition damage spreadsheet
Your chart implies that Torment deals significantly more damage per stack than Bleeds when the target isn’t moving, which is incorrect.

Everything I say is only in reference to PvE and WvW.
The column on the right is marked as torment (immob) which means immobilized. ie not moving.
For those who don’t want to download a random file on a random site, heres a picture version of condition damage I’ve made (including fear).
The formulas for all conditions (WvW & PvP) at level 80 are:
Torment = 32 + (0.11 * condition damage) per second
Torment (Moving) = 32 + (0.11 * condition damage) per 0.5 seconds
Bleeding = 42.5 + (0.05 * condition damage) per second
Confusion = 65 + (0.075 * condition damage) per hit
Poison = 84 + (0.1 * condition damage) per second
Burning = 328 + (0.25 * condition damage) per second
Fear = 362 + (0.3 * condition damage) per second
Fear (With Condition) = (362 + (0.3 * condition damage)) * 1.5 per second

Except that Torment forumla is wrong. I just tested it in the Mists.
With 150 Condition damage, each Torment stack dealt 37 damage per tick against a stationary target.
With 1223 Condition damage, it was dealing 78 damage per tick against a stationary target.

So, the formulas presented by Ascii show numbers based on the Wiki formulas, yet in-game Blaine’s testing indicates that Torment’s formula is simply bleeding*0.75.
They did say that torment would be 75% of bleeding damage while immo. So what is with the Wiki’s formula?
I was just going by gw2wiki formulas at level 80, ill do some testing now to find out its actual damage.

Torment (Stationary)
0 condition damage = 32 damage
100 condition damage = 36 damage ((32 + (0.04 * condition damage)
200 condition damage = 40 damage ((32 + (0.04 * condition damage)
300 condition damage = 43 damage ((32 + (0.036 * condition damage)
923 condition damage = 66 damage ((32 + (0.037 * condition damage)
1,073 condition damage = 72 damage ((32 + (0.037 * condition damage)
1,143 condition damage = 75 damage ((32 + (0.036 * condition damage)
1,223 condition damage = 78 damage ((32 + (0.037 * condition damage)
Getting closer to the truth!

From that spread of numbers, it sounds to me like Anet was telling the truth when they said 75% of a bleed when not moving (and likely 150% of a bleed when moving, though it’s slightly harder to test this with dummies), in which case the ratio would be 0.0375/0.075, assuming bleeds are exactly 0.05. Since damage ticks only give you whole numbers, it is likely that lower levels of condition damage are rounding a bit more notably.

When they move, it is literally just a double tick, so it will essentially double damage.

Yea, by the looks of it as soon as they start moving a second tick timer, if you will, starts ticking doing Torment apon movement and every second after that whilst there moving on top of the static Torment per second already ticking.

You guys should see the fun i had in the last 3 days while making my last video… calculating max DPS based on DPS uptime (which is a probability), CD duration… skill activation time and the delay between activations…
All of these had to be explained so that my viewers get me, in a language that is not my own… I redid this part 4 times in the last 3 days. Finally i manage to showcase it in some way.
If i knew what i was getting myself into i would have never ever ever started this stuff…
I go die now /wrist.
