In my experience, the best time is to always blow it early, than too late. But be smart about it, obviously. There have been many, many times where I had a ton of bleed stacks, but the target went down and there went my Epidemic spree.
If you can get around 8+ stacks, and you’ve got a chance to do an epidemic, do so. It’s too easy to miss out on chances sometimes, because once people notice 10+ bleeds on them, they panic and try to cleanse it.
Also try dagger in your OH, you get another bleed skill out of it. However, personal preference, and whatever works for you.
If you are playing in Spvp there are a lot of different factors that will let you know when to blow your epidemic or not. Are you alone or are there other people from your team around? If there are others you may want to pop it early because more than likely if you are bursting down the same target it’ll be dead before you get the cast off. In smaller situations where you are controlling most of the action I would suggest allowing some bleeds to tick a bit then going into deathshroud to juke them into cleansing then coming out of deathshroud and appyling as many conditions as possible then epidemic. Yes this method will take a little longer but you dont really want to place all your skills on cooldown then have them wipe it all off in one fell swoop. So juke them into wiping early, utilize deathshroud to minimize damage done to you, and come out swinging.

Also, don’t get too greedy sometimes, know that epidemic does have a cast time and it’s possible by wanting to spread too much two things can happen. a) some conditions or stacks fall off or b) they move out of positioning suited for massive epidemic.
