All classes have roughly the same cooldowns on utilities. Game design is what it is, ie not 3 skills that you button mash.
Mark of Blood cooldown is 6s and with Staff Mastery you can almost cast marks continuously.
Two of the non-healing wells have significantly shorter cooldowns than the other two. Use those.

Apparently you never tried thief, if you think there are no three button classes.
Also continuous mark casting is a gross-overstatement. Even with the cooldowns you are still auto-attacking a lot with staff, where it has weak single target potential and horrible projectile speed. It is a utility weapon, to be swapped into for a purpose, and swapped back out of just as quickly as possible, not to be sat on as a primary, unless you are willing to accept the lower damage potential (in a power or condition build).
To the OP, the cooldowns (in my opinion) are not really a problem. As the poster above me said, they are in line with other class utilities. You could make the argument some are shorter or longer in cooldown than they should be, but that is about it.
Signets in general are a bad utility slot for almost everyone, compared to a good utility. The only class that makes good use of them is the warrior (arguably a “noob” build because of its ease of use), and everyone else at most takes 1 or 2, normally because of the passive (and just being lazy enough to want that free passive).
Cast times are bigger problem in my opinion, and make the class feel clunky in WvW, especially when engaging the mobile classes which make up the vast majority of the people in WvW.
Still 40 seconds on a 4 second well that you can dodge or walk out of in 1 second yeah… On the other hand, I must admit we have one of the best healing skill but, it’s just not enough to compensate.
With wells you can make realy good dmg, so i would recommend before using it , stunn ppl or smth like that
Do you actually play a necro? As thousands of badge farmers will attest to it is quite possible to play staff only in wvw. Not that it’s great but you will miss mark of blood if you try to weapon swap so this is in fact near continuous.
i play necro only + i play only pvp.
Well’s are realy effective there.
Don’t know about wvw or pve – i would not use them there and play some condition builds.

We have plenty of utilities with very short cooldowns. The issue is that the really powerful ones have very long cooldowns, which is probably close to where it should be.
I compare the 60 second cooldown on Well of Power to the 60 second cooldown on Save Yourselves. Both remove conditions from group members. Both apply boons. One’s instant and one’s an over-time effect. Which is better (or worse) depends on what you’re doing.
And as for our Signets, I find them bad but I find most class Signets pretty bad. Not only are the actives not generally worth slotting them, but it instantly gives any opponent key information about what kind of build you’re running before they start fighting you.
i have an 80 thief with blown out berserker exos.
its a 3 button facemelt party. but if you’re not invisible, you die to a stiff fart.
i play him for trolls only. end of story.
the necromancer has some lengthy cooldowns, but if you’re running into those commonly, either pick up the corresponding trait that modifies those in your trait tree, start weapon swapping more often and use DS more often. There are a handful of builds out there that utilizes their skillset so tightly that they can press a button every second and just barely make the cooldowns. mainly those builds tend to be vampiric precision based proc-necros that are pro-active duelists or combo-chainers.
You can play staff as your main weapon, I do it and it works.
Continous mark casting… no, but pair it with corruption skills (+master of corruption) and some jumping in and out of death shroud and you’ll rarely ever have to fire off a necrotic grasp.
