Deathly Chill useless?
I am pretty sure the traits works even if the chill is grayed out. However it is important to know that the damage comes only from your chills. Chills of other players wont do any damage. So if you dont see any chill damage number chances are it is simply not your chill.

I see, well I’ll try soloing some bosses to see if the damage pop or not just to be sure when I can.
That’s the problem with chill for us and it stacking to 5. If someone entirely replaces your chill then you deal no damage with it. Kind of like old school bleed and burning stack cap. Kind of crappy.
I feel like the trait should be reworked to have the application of chill apply a unique debuff that deals damage with intensity and has a personal cap to regulate its DPS. An have that for terror, too.

Agreed and it’s not like we don’t have precedence, chronomancer has a unique boon in the form of alacrity. It would make a lot more sense if Deathly Chill made reaper chill applications into a new condition, which could be cleansed or transmuted but not overwritten.
Works great in PvP, meh in PvE, you should be taking onslaught + dhuumfire if you want condi anyway.

As you say, the damage isn’t all that great, even with 100% uptime, and it has overwriting/stacking issues (especially bad given that the duration-stacking cap for Chill is only 5 stacks). I’ve seen suggestions to alter this by changing it to something like “Chilling a target applies [# of stacks] of [damaging condition] for [duration]”. My own thought was making it a condition-damage modifier, along the lines of “Your conditions do 20% more damage to chilled targets”. There’s actually remarkably few damage modifiers that affect condition damage, and it would certainly make it desirable for condition-focused builds. They may or may not want to leave in the “Chill does damage” functionality if they make that change; if they leave it in, probably they should change the wording to “Your other conditions” so that there’s no confusion about how much damage Chill does.

Holy crap you’re onto something there! How about “Chilled targets take 10-20% more damage and condition damage from you.”
That way it is still an attractive dps choice for literally any build. Power, condi or hybrid.
Also, I feel like Reaper’s Onslaught should increase GS attack speed, too. Doesn’t seem like a bad spot to slot them even with the other GS trait.
