Deathshroud CD
It would be too easy to become invincible if Death Shroud had no cooldown. Since dagger, staff, anything that grants Life Force has no ICD you could effectively prevent your Life Force from ever falling below 50% by only hopping out of Shroud for a few seconds at a time to rebuild it.
I’m not the best Necro in the world but I can be pretty hard to kill. And I’ve met some Necro’s that are absurdly hard to kill even in full Berserker because of how good they are at managing their Life Force. If there was no cooldown on Shroud the good Necro’s would be immortal in a 1v1/1v2 fight unless it was against 2 lockdown Mesmers.

Then would you rather stay with the system we have now or balance it for no CD? Would adding a 10%LF cost to swap into DS without CD work or ruin it completely?

The CD is fine, you need to be aware and make decisions when to use DS and how long to stay in it. Look elsewhere for much bigger flaws, that need fixing/changing.
If they give us the option to see our utilities skill when in Ds, this will give us more precise LF managing. Only this by itself will make us a little bit stronger.

While I do think it works in it’s current application I still think what it would be better for it to be more reactive. Also, so because Necro having other issues (which we are all aware of) we aren’t allowed to discuss changes someone wants or ideas for new things?

The fact that necro have other problems have nothing to do with this at all. This is why I responded in that way. IF that wasn’t your intent, sorry, but still seems like it the way it’s worded
About there being better solutions (to what I understand must be about necro lacking active defences, which is only half of this post is about), Then yes there most likely are as with all ideas there’s someone who had a better one. There is still the part that I think a reactive DS would encourage better reading of animations and patterns. If you don’t want that or think it’s good enough without it, it’s fine. It’s still something I would like to see in the future though.
I’m going to have to agree with the other guys in this thread. You’re trying propose a fix for something that isn’t broken.
It’s similar to how someone in the Thief forums proposed getting rid of weapon swap CD for thieves, because they don’t have weapon cool downs anyway.
The cooldown on DS/RS is fine. I am certain that is the last thing that needs changes…
DS is reactive as you can use it even when stunned. The cooldown doesn’t need changing. On top of that, there are many DS traits that activate on entering DS and don’t have cooldowns that would all need balancing if that changed.

While weapon swaps wouldn’t need a cooldown if this game were actually designed and balanced properly, death shroud’s potential sudden health gain due to its “second health bar” effect along with related trait triggers warrant a short cooldown period.
