In terms of mechanics, Norn is probably the best choice. Become the Snow Leopard can act as an amazing escape in WvW, allowing you to roam deep behind enemy lines and get away even if you run into a zerg. It’s one of the few instances of a racial skill that’s worth taking.
In terms of aesthetics, you can’t go wrong with humans. Sylvari also make for pretty good Necromancers, and I find the Asura to be very fun to play (they have a lot of character).

Everything I say is only in reference to PvE and WvW.

If asthetics is important for u (my main reason for deciding) u could check how different light armor sets look on different races..
im very happy about the looks of my human reaper in Arah dungeon set for example!
Asura is the best looking, unless you’re trying to show off weapons. :’(
for pure aesthetics, go with what you fancy!
i have a max height norn necro (looks amazing with reaper form, waving a 20ft scythe around!)
for gameplay pve/wvw i’ve actually been using the human elite Reaper of Grenth on my reaper, it applies AoE chill and poison around you for 15 seconds, and reapers have a ton of things that synergies with chill and poison
Bitter chill, chilling inflicts vulnerability (3 stacks for 8 seconds)
Cold shoulder, chills last longer and you take 10% less damage from chilled targets
Deathly Chill, chill deals damage.
Chilling Nova, crits against chilled foes causes an aoe that damages and chills nearby foes.
Chilling Victory, hitting a foe with chill grants might and life force.
yeah, chill is good on a reaper XD
if you don’t fancy the new shout, or the golem, Reaper of Grenth is a nice change

Has to be human for aesthetics. Sylvari is second best option in that regard. But the human racial skills are also pretty decent. And the starter story is a bit more detailed for humans. Plus its the only race from gw1. So theres the whole heritage thing.
Asuras are glorfied rats with ugly animations. And you cant see their armour or weapons properly. Complete waste of a race. Norns feel slow and sluggish and their size limits the types of armour which look good on them. Charr have clipping issues and who the hell wants to be a giant smelly fat cat. And then sylvari are ok but then you have to deal with being a vegetable.
Disclaimer: No offense meant to any rats, vegetables, fat cats or boisterous oafs.
It depends on how you want to style your Necro imo.

Witch Shaman? Norn
Nature obsessed with death? Sylvari
Vampire cat?? Charr (lol I can’t think of a good reason for there to be a char necro)

Let me state the obvious first: charr are the best.
Not just the best necros, but the best in general really. So if you happen to have a charr necro you can congratulate yourself on having the best class-race combination there is.
Some people refer to charr as “fat cats”, of course this is pure jealousy talking.
The likes of spoj’s female human character would very much like to grow the same furry thicket all over their neck and chest like a proper charr. Sadly, at best they can produce some armpit hair with a secret setting in hairstyle kits. On occasion you’re even able to observe spoj as he uses an Aviator’s Memory Box to let his freshly grown armpit manes wave in the currents of the wind, just so he can pretend to be one of the most majestic creatures in all of tyria: a charr.
As for the “smelly” comment, you make it sound like a bad thing, when it is actually a great strategic advantage.
I’ll have you know that in preperation for PvP my charr avoids any type of area that involves swimming. Obviously only my bristling fur allows me to cultivate and exude the type of feline stench that nauseates my opponents before the fight has even started. And if I work up a good sweat my odor becomes so ripe that I can auto proc poison clouds and locust swarms!
As you can see: style and power, charr truly are the whole package.
Majority of the best Necromancers on this forum play Charr. Coincidence? I don’t think so.

Lorewise charr have very good reasons for having necromancers. They do have a bit of a ghost problem after all.

what reason is there AGAINST a charr necro? theyre intelligent, proficient in all kinds of magics and usually try to win by any means necessary.

Charr, no question. Their Reaper animations are the best, too. Brutal, efficient, and strong.Also, the Axe animations aren’t actually that bad either. Not great (nobody has that on the auto), but not bad.
