it’s technically not feasible to make damaging conditions unaffected by our duration. If it would, it would probably use a fixed amount of condition damage.
Anet’s reasoning behind this change is that damaging conditions can be transferred to a target duration and all. It would be a DPS loss to condi necromancers if they made self inflicted damaging conditions not scale with their condi duration.
Non-damaging conditons however (vulnerability, weakness, blindness etc.) no longer get bonus duration which is more of a QoL change.
It was a good patch for corruption spells imo.
All corruptions sucks I don’t think I’ve seen anyone use Corrupt Boon post patch but me for build testing, Plague may be and exception but it could be more than 20 sec of pressing #2, they chose the worst condition to add to traited Consume Conditions. MoC should be merged with PoC without the dumb additional debuffs at the GM spot bring down useless Parasitic Contagion and make it work while in Shroud and create a new power master.
If that’s too hard make the CD reduction of MoC 20% and reduce the corruptions CD baseline.

This change is out of the mark in many ways.
First and for most, how will you keep track of such a tricky mechanic in/out of the game?
I wish a lot of luck to those, in few months, will wonder why some of the extra condition applied by corruption skills have increased duration will other not.
In addition, why would you normalize leaps’ speed/distance; skills CD and effects with skills from traits (Weakening Shroud Spiteful Spirit [cough cough]), yet then add some unique/surprising behaviours on a random trait…
