Did Rise Change?
If it did (I’m not sure), it sounds like a bugfix.
nope it was like that before the patch I run the trait line in my boon corrupt build just for the fun of having 5 exploding poison bomb minions to help negate a little of that ele healing with poison also the condition transfer, life steal and 50% damage reduction nice
Nothing has changed, synergy was there the whole time.
For example there was this MM Reaper build not so long ago

Yep, its always been a really strong interaction that makes Reaper pretty much mandatory for MM now.
I was frankly surprised Rise! did not get a nerf. It is better than Protect and has more up-time giving Reaper a lot of sustainability.
Patch notes said they were looking at sustain but apparently the balance team thought trimming chill duration was enough.
