Did Weakness really change?
The only change is that it now affects crits and the application durations of many skills was lowered.
Old Weakness was 50% chance for -50% damage on non-crits.
New Weakness is 50% chance for -50% damage on ALL hits.
At least if the tooltips are true.
The change only really affects things in PvP when fighting against builds with high crit chance.
NPCs very rarely crit.
The cooldown had to be reduced on all skills because the condition itself got buffed.
Why would this only affect PvP when it reduces all hits?
Anyway, what I did is: Corrosive Poison Cloud + Putrid Mark so a couple of NPCs all had weakness for about an hour. And then I watched the numbers… it was like weakness didn’t change at all. There was no reduction to all attacks, just to half of them. And the “Glancing” indicator didn’t appear on all attacks either.
50% is not 100% you know ?

Weakness doesn’t affect all hits, it has a chance of affected all hits.
Previously, Weakness had a 50/50 chance to cause non-criticals to become glancing blows (50% less damage). All the patch did was make it so that critical hits also have a 50% chance to become glancing blows. It’s not a guaranteed 50% reduction to every hit.
And he’s saying it mostly applies to PVP because not many mobs in PVE actually crit, and the changes only apply to critical hits
