Experimental WvW build: Tormenting Fearmonger
Lingering Curse only effects the auto-attack and Grasping Dead base condition durations. No sigils, runes, or traits.
I would suggest swapping from toxic maintenance oil to toxic tuning crystal. Make the stuff you proc hit harder. That 5% crit chance doesn’t make as much of a difference.
Interesting concept. My biggest piece of advice when theorycrafting new builds on an editor is to use exotics instead of ascended, unless you happen to have enough money & mats lying around to obtain that level of gear.
Be wary of the 50% on critical sigils; if you’ve 50% crit, then you actual chance to apply is around 25%. Again, I would advise to try it with similar (yet cheaper) sigils.
My opinion, for what it’s worth, is that if you want to overload your target with Torment, you would be better off running a scepter mesmer.

You have staff mastery, which I am sure is just an oversight, but am not sure I would trait terror and fear duration just for Torment. I typically go 6/6/x/x/x and am equipped much like you.
Torment has high up-time with spite as food but its performance in PvE is not very good, IMO. It does not slow down bosses and adds not a lot of damage compared to some other sigils or runes so I usually trait power heavily for damage and duration. Berserker’s or Rampager’s armor is better if you can do it. I put the runes on Rabid and now do not feel like recycling the armor; not yet, at least.
