Ill keep it short: I think that these conditions should still be applied to enemies that have a break bar or defiant or stability, even if their normal CC effects dont apply. The reason being is that currently in pve you cant feasibly take Terror or Deathly chill because the conditions are normally not applied at all. Just make it so we can use these conditions as damage increasers in PvE and not shackle these traits to a PvP environment only.

Uh, did you play the current BWE? Currently “soft CC” conditions like Chill apply to targets with break bars. They cause the break bar to degenerate over time, and apply any other additional effects (e.g. Deathly Chill), but do not cause their “soft CC” effect (i.e. Chill will not slow movement or skill recharge).

Deathly Chill, Terror, and Dhuumfire will not get much time on my Reaper. I will continue experimenting, of course, but condition damage will not be core to any Reaper build. They will be attached to a Curses scepter build, if I wish to run condition damage.
