Fear damage after 06/23 patch
Unlikely, since it won’t be a condition that stacks in intensity.
The only reason they changed the other conditions (burning, poison) is because they were becoming intensity stacking instead of duration stacking.
As far as we know, there are no plans to make fear stack in intensity, especially since that’s useless for other professions who cannot make fear deal damage.
So I imagine the damage formula will remain unchanged for fear.
Like every other condition, it is now effected more by your condition damage than before, soif you have low condi damage, it’ll be worse, and if you have high condi damage, it’ll be better.

We didn’t get explicit confirmation on Terror’s new scaling & base damage. (The others were listed in the preview notes) It could be the same as before, or it could be like bleed & torment which have more damage for builds with over 700(ish) condition damage, and less damage for builds below 700.
It’s pretty obvious, and nobody’s impressed.
