Half the time a Necro gets interrupted when trying to cast Lich Form, the cooldown resets as if it was actually used. Fix plz, kkthx.

Currently, a Necro can have Lich Form selected on his land skillbar and Plague Form on his water bar. Using one should cause the cooldown of the other to begin, but currently you can use one right after the other. Fix plz, kkthx.

Oh and P.S., when you feel like giving Necro the same HP in downy state as everyone else, it would be much appreciated. Fix plz, kkthx.
