Fresh 80 Halp
Congrats on 80. Lets start off with a basic idea of what type of build you want to play.
Do you primarily play PvP, PvE or WvW?
Do you like playing ranged and kiting your opponent?
Do you like getting up and in the middle of a fight and surviving for a while?
Do you like getting in and trying to burst your opponent down?
Are you someone who likes playing with conditions or someone who likes to see big numbers from direct damage?
Answer those and we can start from there

I like to do both WvW and PvE so something that would work for both would be awesome :>
I defffiniiiteellly prefer being ranged!
Surviving is always nice.. sometimes I go a bit crazy with life transfusion and running into piles of people.
I am sort of indifferent on the burst department.
I like both! Maybe conditions though more so.
So based on those answers, I would check out this build first:
This is a build by an established necromancer (Nemesis) and I think it will be a good introduction build for you.
Over time, you can check out other builds as well. We do have several different types of builds (burst condi, sustained condi, glass canon, tanky healer, hybrid, minionmancer) which have different amounts of effectiveness but all have their merits.
If you’re looking to stay ranged I’d go with the conditionmancer build. Its a good build that does good enough in pve and great in PvP. The melee power build will be your best DPS by far though. There are melee builds that allow you to have great survivability as well.
Build wise it might be easier to fit around whatever gear you can afford to get and working out a build from there.
For a fresh lvl 80 with little cash I found Orr was the best place to go for exotics as it uses Karma and I found I had tons of Karma to spend. You might need to visit a few temple karma npc’s to get what you need but here lists the gear stats and where you can get each piece.

Weapons you can either buy them or go to the vendor in WvW and get them that way if you have any badges yet. If your doing alot of WvW and your badges are counting up I find thats the best way to obtain your ascended accessories as it takes less laurels that way. But if you find your doing fractals alot and easily obtaining laurels then it might just be easier and less costly getting it from the laurel vendor in lions arch.
This method at least will get you some nice exotics and allow you to compete in high end stuff without busting the bank. It also allow you to work your cash up and get different gear that fits a specific build you want to go but lack the cash at the moment.
