Actually, what you’re seeing is a timer for when you are still flying through the air. This seems to be a new addition and I find it very welcome. No stunbreak works if you are still flying from a launch or pull effect and that timer prevents you from wasting it before it would have any effect as a stunbreak.
Did they ever fix the recharge of staff skills if you get interrupted while casting them?
After DS ends you can’t use your heal and utility skills at least for 2-3 secs, that makes DS so much useless. Died a lot of times because I couldn’t heal or use my skills after DS.

it has passed me before, i enter DS with about 10% HP, iuse my DS to continue things and with the CD of my heal on my mind, i turn off ds and then ive to wait about 2-3 secs till the heal skill + utilities appear on the bar so i can be healed but… im alreaddy dead …
I’ve had this issue as well – nothing to do with flying through the air – there is a clear delay before i can use any skills coming out of Deathshroud.
80 Ranger (3), 80 Warrior (3), 80 Thief (3)

Flying through the air is only referring to our stunbreaks not being useable at certain times. The delay upon exiting death shroud is a very large concern, but still a separate one.

Its not a “new addition” its since they split pulls, knockdowns, pushes and blowbacks, some of them cannot be stun broken (and when you “can” you are already unlocked and using any instant skill allows you to move again even if it aint a stun break).
Sadly tooltips are stupid and dont represent what they actually are.
Bar not returning after DS, 1sec +lag. (It’s actually worse sometimes than others in Au, but 400ms at ‘best’ times so that’s 1.5 to 3sec usallly)
Vigor, (Block/Invul/End return/something) now DS can’t be used as a ‘shield’ on Dungy boss fights.
Staff, Putrid Mark – Only removes a ‘few’ condi, and not from others in circle.
Poison not reducing heals.
Litch Auto-Attack/lack of it-turns itself off.
Projectiles like staff/DS/litch, can’t hit your feet (brake roots), and fly over objects (like in WvW)
Blood Magic, particularly vamp traits (excluding minions heal you per hit) dev’s know are totally useless. Even 20 traits, make them only around 1/4th as strong as Thief/Ele’s #6 signet.
Minons. #6 doesn’t heal out of combat. Serous pve buff needed, they last what about 10% of CD in a dungy, world event.
Burning temp fix of half duration in PvP.
Would feel lots better, if ANet even spoke about these issue’s. Chap has been awesome in the past taking the time to at least make us feel were not unloved.
After Shackles end on Deadeye Dunwell, all his bleed stacks disappear ._.
