Depends on your build, in a power/crit build I ran, ghastly claws did more damage, but in a vampiric/crit build, life siphon did more. They honestly are close enough that you’re only nitpicking numbers anyway and you should focus more on how the weapon synergizes with your build than which has the highest dps, because there’s more to the game than maximizing dps, contrary to the popular belief in this community. In my experience, axe is more a support weapon with mild tanking capability if you couple it with a focus, and dagger/ or d/d is a pure dps setup with some condition damage thrown in and very mild cc. The fast attack rate of daggers far outshines the axe and is good for getting off crits, but the axe is a stronger utility weapon, adding vulnerability and better cc than daggers. Even though axe is supposed to be a better LF battery, it is not. Daggers outshine it in LF gain as well. So use that info along with how you play and what you learn from it and make your decision as to which to bring. Myself I use both, axe/focus is my swapout set and d/d is my main set

I found in golem testing ghastly claws did more by about 1k damage in my build. (crits).
However, axe #1 attack is VERY weak compared to dagger #1 AND dagger #1 will get you life force sooooo fast and axe #1 won’t get you jack kitten. It’s no contest in my opinion, for a power or crit based setup dagger>axe hands down.
life siphon has a longer channel then ghastly claws, and I’m pretty sure ghastly does more dps, although I’d have to re-check.
I hate the feel of life siphon. It has a delay to start the skill. Claws feels nice and responsive.
Life siphon steals health = Life siphon does more dmg.
A few things to bear in mind when making the choice between axe and dagger:
First, the axe has much greater range than the dagger. If you use focus or horn as an offhand, you can sit outside the melee and still deal damage. This means you can gear a lot more offensively with no appreciable decrease in survivability.
Second, the auto-attack on the axe stacks vulnerability very quickly (especially paired with with focus off-hand). This increases the amount of damage the entire team does. and allows for some nice bursts with critical-based builds.
Third, if you don’t get Axe Training (a grandmaster trait), the axe skills deal less damage and can be used less frequently than the dagger ones. Given that Dagger Mastry is an adept trait, it’s much easier to use Life Siphon effectively than it is to use Ghastly Claws. Consequently, you’ve got a little more build flexibility using the dagger.
Fourth, Ghastly Claws has a much shorter channel time than Life Siphon. It hits eight times in 2.25 seconds — as opposing to Life Siphon hitting nine times in 3.5 seconds. If you’re running a high power/critical hit build, you’ll have a bigger damage spike with the axe -- especially if you stack on some vulnerability beforehand.
Finally, even if you trait Bloodthirst to improve the amount of health Life Siphon steals, it still doesn’t spike quite as high as Ghastly Claws. It’s close though. From memory, the difference is only around 6-7% or so. That being said, traiting Transfusion or Vampiric Precision may make up the difference in added utility.
So, yeah… They’re roughly equivalent. To me, which you use is basically personal preference.
