Good Secondary Weapon
Just split your scepter dagger across two sets. I just keep gs on when I’m lazy so I have an aoe pull at all times.
You don’t exactly need second set for condi. But – GS or dagger, in case you need to kill objects in vanilla parts of game. Scepter phisical damage is pathetic in such cases.
I use sceptre/dagger as main and just one other dagger off-hand as secondary set. In the first set I have a Sigil of Bursting (Sceptre) and a Sigil of Malice (Dagger), in the secondary set I use a Sigil of Corruption on the dagger. This way I can swap to the 2nd dagger to build corruption stacks (ex: when dealing with trash mobs) or to the first one to have more damage (ex: when mobs give no stack or against bosses). In both sets I have the same sceptre so the Sigil of Bursting is always working. With this setup I need only three weapons.
In a pure condition build I find this more effective rather than a staff which, to me, it’s a damage drop.
However this was working great with pure damage condition but for hybrid build I do use the staff, a lot.

Well with viper youre going to want to be with scepter most of the time, anything else would be dps loss. I would go Sc/D and swap to Scepter/Warhorn. Warhorn is the bees knees. AoE daze, swiftness, cripples, pre-cast free life force.

Can you do the stat swap in the mystic forge and get viper stats?
I’d go with the staff. It’s what I’m using. Condi reaper is supposed to camp scepter anyway, but the staff works for emergencies. A poison field to shroud#4 on and that also chills? Check. Condition removal? Check. AoE fear (that also chills)? Check.
As for if you should change sinister weapons to viper? Yes, you should. You’ll want to reach 80% condition duration (preferably with food helping) which needs help from all quarters and taking in consideration outside of raids there is no Viper ascended gear.
So full viper armor, weapons, amulet, two trapper and four nightmare runes, 20% food and a sigil of malice = 80%. Now either go all Sinister on jewelry or Rampager if aiming for an hybrid build.
Making everything ascended gives almost nothing for a Viper build, btw, so unless there are high level fractals in the equation there is no rush.

I second the warhorn, the daze could prove useful when you need to break the break bar. If you plan on sticking with one armor set in your inventory, warhorn is also good for those times when you end up being alone.

While this is true, I’d say that if you are at least close to crafting a piece of ascended armor, it might be a good investment since linseed oil required to craft exotic viper gear is expensive.
On the flip side, venom sacs required to craft ascended rampager gear is hella cheap. So craft a piece or 2 of ascended rampager gear, use anthology of heroes to make it viper, and you make yourself a little more future proof.
Scepter and greatsword is a valid alternative to scepter and staff. Scepter has a long enough range and either shouts or corruptions can substitute for staff AoE.
Greatsword gives a better offense than staff in PvE. Staff has different utility
