You cannot be serious right now ANET. How can “barrier” potency depend on Healing Power instead of Vitality? It’s not healing in traditional sense of the word, as it doesn’t restore the health bar, but instead extends it, which is exactly what Vitality does. More over Vitality also effects the Necromancers Life Force pool, so using Vitality would be a win win situation for the Scourge (maybe that’s exactly why it isn’t so).
And let’s be serious the attribute is currently considered dead last, so this would shine a new light on it.
And yes I realise the recipient’s Vitality is suppose to effect it, but is anyone actually going to turn to Vitality just because they have a Scorge in the party? Because I think not.

Depends on how you conceptualise it. I would conceptualise barrier as giving you temporary hit points, and so have no problem with it scaling with healing power, the stat for giving out permanent hit points.
We also don’t know for certain if adding vitality to a scourge will give it more life force to spend – it’s possible that the costs may percentage-based rather than absolute.

Healing grant us a chance to use the trait Transfusion to heal our allies every few seconds, looking to the low CD of the Fx skills (8 seconds if is the skill 3 that active that ability).
Also force us to play with Support equipment (with healing power), making us unable to spam Barriers at top strength with Carrion.

A win win situation for a Necromancer is too much to ask to ANet. We’re not so beloved to ask something OP as other classes obtained in a lot of situations.

It scales by amount on vitality, and potency on healing power. So it uses both. Throwing healing power onto base necro or reaper before has been a waste of stats before. This might actually open up some celestial builds.
