Healing spec questions?
Tribal Skins are PvP only. You probably obtain them as rewards or through Mystic Forge.
I use a wells/marks build for a blend of damage and support in events where I do not care so much about dps but need to bring some group support to the table; particularly NPC escort. The AoE helps get bags, too.
4/2/4/4/0
Spite – whatever you want but I trait either marks or axe. this is where I put leftover points
Curses – focused rituals for targetable wells
DM – staff mastery and greater marks
BM – transfusion and ritual mastery
Utilities: WoB, WoS, WoP, signet (switch between locust and spite), Lich
The build does not do particularly well at anything but can both AoE heal and AoE tag for loot. I use it to keep players and NPCs up and doing dps.
Now that we can switch everything between battles, I may mess around with specific builds for events in the Orr rotation, or what is left of it after the Mega-cluster ruined the pattern and kicks people into overflows.
Tribal was obtainable in pvp until the patch. Since you don’t get chests in the same way anymore, i think you cannot get the armor right now.
I heard someone mention that Anet plans to reintroduce the set at a later point in time.
Unfortunately clerics sucks for the most part. You give up way too much damage and zerker is still your best bet.
But if you really want to utilize (already existing?!) clerics gear then mix it with zerk, especially since you say you want to contribute decently in pve.
As an alternative you could try to emulate that playstyle by grabbing Close to death from 30 in spite and getting some stuff out of blood magic (esp. transfusion) which is still decent without much healing power (you get some from the 15/3 pt minor in spite and from blood magic). The new 30pt soul reaping might be worthwhile but i would suggest either testing it yourself or wait for more results from other people testing it.
For wvw, try it out. If you run around with the “pug-zergs” you can use pretty much anything you like and whatever fits your playstyle.
Just like I’ve said in the 10 other recent AI topics, minion AI has cyclical issues. It will get fixed/broken/fixed/broken over and over. Eventually it’ll be fine again.

One day, they’ll have spent more time working than broken… One day, Elite won’t die if wet… One day…
It’d be nice, but its rare that they have ever been so broken as to be unusable (I haven’t had enough time to see if that is the case now, or if it was like about a year ago when people were just too lazy to find out their overly arbitrary aggro needs).
