I’m trying to use the marks on the staff in a effective and at the same time dealing damage in the form of conditions. But I can’t seem to get the concept of mark into my skill rotations. Can I get some tips on usage in both team fights; starting fight, ending fights, controlling fights, and the usage in duals in terms of classes vs marks usages. Please any tips would be helpful.

There’s really no general formula because every fight is different, every opponent reacts differently to marks and you will use marks differently depending on what kind of build you have.
Appart from the obvious – when to apply poison/chill, when to use a condi transfer, when to fear/interrupt – the only advice I can give you is to pay more attention to how you can combo marks with other skills rather than trying to make them work on their own.

How to deal condi damage with staff?? If we are talking offense, staff can help me as a wvw condi roamer to get the upper hand in some odd fights by breaking the opponents flow. It’s situational and not easy to summarize, but shadow stepping thiefs is an example as good as any.
