I don’t know if i can help you out, but i have a condition build guide post-patch for WvW. I don’t know if its meant to new players, that is a thing you’ll have see for yourself.
But for leveling, stick to power builds, they are way more effective for that.

I wouldn’t worry about your end-game build just yet. Leveling goes by pretty quickly, and personally, I think it’s annoying enough just remembering to keep up with getting new gear every few levels, so I don’t pay too much attention to the stats on my under-80 characters. It’s PvE, so pretty much anything can work (unless you want to do dungeons regularly), and you might as well play around with different traits/skills to see what you like. Metabattle has builds you can browse through, although it doesn’t always explain how to use them well. I’ve seen some pretty good tutorials on Youtube that go into detail about how a build/gear works, so I’m sure you can find something there. Both of them have pretty recent/updated builds as long as you pay attention to when it was posted or last updated.
I’ll add that a Minion Master build is incredibly fun and easy to play while leveling up, since your minions will frequently do the bulk of the work for you while you kite and let them take all the aggro, and you still get exp/loot from whatever unlucky thing they kill, even if you go afk while they do it. I used MM on my main until I got to 80 and, after deciding to run some dungeons for a while, realized how terrible my build was, then switched to a facetanking build and have been having loads of fun since.
Alternatively, you can ignore all that and go right into doing PvP if you’re interested, because there your PvE gear stats are meaningless and you can change them for free on a whim.
