Double dagger is rather common in power builds, so yes it’s possible to use them this way.

From the sound of it you both don’t understand Necromancy in guild wars, and also don’t like it. Maybe don’t play Necro then?

There are, frankly, a lot more ways to build a viable Necromancer than some other classes have. If you don’t like any of them, it’s not the class for you.
You can do fine without a scepter, with a power build. I hate the animations too, and the “tennis ball” sounds that they have at least with Mesmers :P
Dagger makes a lot of sense to me thematically for a necromancer. Blood rituals! Dismemberment! Carving dark sigils into the flesh and bone of the fallen! What’s not to love? It makes a lot more sense than mesmers with their levitating 1200 range greatswords.
And Death Shroud is freaking awesome. Maybe that’s a matter of opinion, but the opinion is right.
I love the pact knife-across-palm animation for dagger #3, it sets the mood immediately for daggers. I actually love daggers in general for Necro. It just feels so cool, very elegant in swathy cloth wear.
If you are worried that you have to live in Death shroud (I initially was) that is simply not true. It’s always a useful tool for various things, but Necro has so many tools at their disposal and not only DS does good damage (Dagger is very hurty to use the above example).
I kind of agree with scepter. I actually like playing condi, but especially the impact feels so uninspiring. The staff scythe visual isn’t bad at all to me but slow-moving projectiles beef me in any game setting so I’m glad i don’t have to use it for a main weapon – it makes for a nice second though, for some builds. I would be happier with it if it was better at cleaving things with its projectile, like a cone or sweep.
You can make builds that do not focus on ds. Will you use ds yes, it will ne your emergence button.
I personaly dislike being forced to use ds so i dont most of the time.
Scepter can be used as a condition or hybrid weapon.(go to the ‘toughness’ post in this forum if you disagree, i dont wanna start another argument on it here)

Experiment find what works for you
