Initial Condition Damage Tick: 25 points?

Logged in my Necro after not playing him for awhile. Noticed the initial tick of all my skills with condition damage is 25 points of damage. Subsequent ticks are hitting for higher amounts of damage consistent with the amount of condition damage I have. I either didn’t notice this before or this is something new?
