Title says it all. I’ve searched the forums and the wiki and have not found any conclusive answer. Will you gain more health from Life Leech if you have more healing power?
EDIT: A followup related question, the Death Master trait Spiteful Vigor (Gain retaliation for 5 seconds when you heal) .. is life stealing considered a “heal”? I feel like it is, since it’s listed that way on the tooltip.

It depends on what life leech you are talking about. Siphon traits do not get anything from healing power, presumably because they have a damage component and that would then be “double dipping” damage and healing from one stat. The siphon heal number you see =’s the damage number you see.
The blood sigil does get additional benefit from healing power, but the life steal food (omnom ghost for instance) does not, for the same reason as the siphon trait above.
Your dagger 2 siphon does benefit from healing power only on the heal side.
And to answer your edit, no. Basically those “on heal” skills, mean when you use your 6 skill and no other time.
Seems silly that siphon wouldn’t gain anything from healing power, especially when all the siphon traits are in the +healing power tree.

A question many of us have pondered on the boards for months. Some will defend the position, but it just seems illogical. I am sure Bhawb is lurking somewhere to refute why.
People have been able to post and extrapolate that if you did scale siphon, it would have to be a very minor scaling to prevent it from being grossly problematic in bunker style builds. I for one am OKAY with minor scaling, as it beats the heck out of no scaling at all.
Much like conditions, the siphon attacks don’t get mitigated, so represent “true” damage, and ANET is careful about those kind of attacks and keeping them in check.
Or that would be the case if it wasn’t for LEECHING VENOMS….. A huge source of mine and others irritation is the following from the wiki:
Leeching Venoms
Steal health when triggering a venom. This can only occur once per strike.
Life steal: 0.033 * Power + 317.
Healing: 0.2 * Healing Power + 325.
A skill that has a damage component and a healing component, and both scale appropriately. Would be nice since that is exactly what our siphon traits do.
As it stands our siphon doesn’t scale with power or healing…

Siphon used to be very strong in beta, they nerfed the crap out of it. Necros were “too tanky”.
