Is Necro the best condi class ?
Yes and No. Strait condi you’re looking at Engi or Ranger (ranger not druid) I believe. For necro to take that top spot you need minions, a second necro to epidemic bounce with, and transferable conditions. Between those 3 things you can become the top condi profession, most powerful being epidemic bounces in general (few situations where the condi transfers are just silly good).
Condi in general has a bit of ramp up, but especially on necro, and that will be noticeable while leveling up. Also not having certain skills and traits.
So the answer is a potential yes, but only in certain situations, which are quite common.
And, everyone loves a nice epidemic off a boss with a lot of trash adds around that just… poof, gone in a stream of 25 stacks of every condition.

Condi druid is actually a really good build with ancient seeds. that 5 bleed…
Also Necro doesn’t necessarily need another necro. Epidemic becomes more awesome the more conditions are on the target, and multiple classes have the ability to stack up conditions. Having another necro is useful when the target is champion- or boss- level, but overkill below that.

To elaborate, the main issue with condi while leveling is many of the good traits proc on crit, and with the downscaling of stats that occurs on maps, your crit chances won’t amount to much until much higher levels. So you won’t see the true impact of condi until you’ve maxed out your class.

Where other professions sweat conditions, Necromancer eats them, donates them, or duplicates them.
Necromancer’s main condition dps comes from bleeds but they are relatively weak. They take time to stack into a high dps. Burning, on the other hand, does a bunch of damage so it’s dps ramps up fast. Other professions can do more condition damage but Necromancer is always there to leverage what is on the field with condi-mastery skills.
Necromancer is good at sustaining condi, so they’re good for things like raids. If you’d rather have spike conditions that do more damage but are harder to maintain at high-damage levels, mesmer, berserker, and now thief are all solid options.

It still works, but yes I notice it can tick a little lower instead of the 5k or higher ticks from like bleeds and stuff that people can help you stack on boss.
As for the question, is Necro or Reaper the best condi class… I’m partial and would say yes. However, in actuality it maybe a draw as I can put out conditions without burning through half of my cool downs almost as fast as a condi shatter Mesmer friend of mine can. That being said, unlike him I can share the conditions from one target to other targets in the area without placing having to transfer self conditions from myself to the target as some implied. Just be sure you stack as many conditions on a target before hitting Epidemic on them.
If you want WvW dueling and WvW condi based play, I’d still say Necro/Reaper or Mesmer or Thief are better than burn warrior. One of my old guild friends was a burn warrior and my bleeds using krait runes were on par with her warrior’s burns. Just she had a bit more direct damage power in it than my weak scepter direct damage hits caused.
If you WvW play as condi reaper or condi necro, you’ll find people are using resistance a lot, be sure to use boon conversion weapons and skills as much as possible as this will make it so that when resistance runs out they get hurt badly… And if you and your allies put vulnerability on them, then Decimate Defenses will up your crit chance to like 50% if they have the max stack of 25 on them.
Also if you spec for Dhuumfire, you have your own burning. However, necro/reaper builds that go condi based should generally spit out bleeds that tick as much as some get burns up to. However, you’ll also be ticking poisons, torment, and burns too where others only focus on one or two conditions.
necro is fun and does good condi damage, but my vote for the best is condi berserker. so much surivability and burn damage is juat too good to pass up. And dont forget the huge bleed and immobilize longbow 5 does.
