This trait is bug. it has 30sec ICD and trait to 24sec ICD. On top of that, it heals less than what is shown in the description and it won’t heal you in Shroud.

Does it still have the facing & Line of sight issues causing the skill to fail, do nothing, and go on full cool down?

I am pretty sure this skill work the same way like SoV which only require you to face your target to land the skill.
