Guild Wars 2 Forum - Necromancer

Upon entering Shroud Life Transfer goes on a 4second cooldown. Anyone else experiencing this problem?

Necromancer, Ranger, Warrior, Engineer
Champion: Phantom, Hunter, Legionnaire, Genius
