Put the Boon corrupt inside Lingering Curse instead of making it innate. Then give the condi stat boost to Parasitic contagion.
First reason, ANet can put a cooldown easily if it turns out to be overpowered. 1 Boon corrupt every 3 seconds, or 1 boon corrupt every 10 seconds.
Secondly, Necro/reapers would have to give up signet boon corruption trait, Shroud sustain or Reaper shroud in order to have auto attack corrupt. They can’t be corrupt happy all the time. Necros can choose either sustain boon corruption or burst boon corruption. Maybe they want both so they have to give up sustain or chill for it. Either way, Necros will have to give up something.

I also feel like boon corrupt on scepter being a Curses GM trait is a need
The condition stat increase could’ve been added to Master of Corruption (50-100 condi damage for 20 or so seconds every time you use Corruption? Bonus condi damage for each condition you have on yourself when casting Corruption?).
Or, you know, we could replace one of two useless adept traits in Curses. Something like : when you crit, gain 30 condition damage for X seconds, stacks up to 5 times.
It’s Curses Necro that needs that bonus boon corruption, not Signet Spite build.

Condition pve necros also need the duration boost for scepter. They don’t really need the healing.

It is not overpowered. There is a crazy boonspam in this game. Now Anet is trying to balance it with boon corruption. But it is not right for my opinion. Because there is also another problem; condi spam.
Most of the elite specs and core traits should be rewritten. But I do not think that Anet would do such a thing. So scepter would corrupt boon (I would prefer the old scepter, where you could use your third attack even if the opponent has no boons.)

On the grandmaster trait? Although I’d love to see Lingering Curses get an additional effect, I’d much rather see Curses get reorganized. The Fear traits need to be centralized here, i.e Fear on fall becomes Fear on stun and Fear on down as well, under the name Reaper’s Protection (Downed traits and fall traits are fillers otherwise). Terror should be merged with the old Mater of Terror, buffed, and moved to grandmaster. Bam. Terrormancer returns.

Lingering curses boost the duration of scepter skills, the stat bonus is moved to parasitic contagion a trait in the same tier as lingering curses. So you split the duration from the stat boost. Unless you mean moving the scepter skill duration increases to parasitic contagion as well. Which means we have 2 scepter traits which makes less sense.

This is what your instructions at the first sentence seem to me. If not, please specify how it should look. The bold ones are actually good for PvE condi necro and they are put in 2 competing traits.
Boon corruption on scepter opens up scepter a bit more for power builds.
The proposed changes by the dev’s make a lot of sense. A full condition damage build has been further marginalized by profession updates and their condi burst capability. More boon hate capacity available on demand for all builds seems like fair compensation.
I would actually like to see corruption added to staff, too.

Not necessarily. You still get bleeds and poison even on 100% power, though they are weaker, but a corruption every cycle on a 900 range AA is a fine thing to have.
Granted, a power Necro would still want to swap back to axe, dagger, or GS for dps but scepter should be useful against opponents trying to buff up or reset the fight when out of range.
Being able to continually corrupt at range should take the wind out of some people’s kites and may tone down some of the high burst builds.
Hope more mobs get corruptions in PvE, too, so other professions need to think twice about building for max dps.
