Have anyone actually tested if minions can or can’t siphon using the SOV active?
Not in pvp.
Blood Fiend is always better for a MM, since the minions can’t use the signet active and the blood fiend just provides you with more healing and damage than the signet. It also works with the traits you are taking anyway.

Nope =( Which is ridiculous, that was the one awesome use I thought we might get out of this, a way to heal minions that are spread all over the place and won’t fit in a well of blood together or are out of transfusion range. Sigh. Seems a really curious design decision to me.
Blood Fiend deals more damage and heals for more than the signet
blood fiend is better overall, i have used all of the healing spells and they have ether a way to low healing power or way to high a recharge time.
the fiend heals you while it’s alive, helps you fight and can heals you for quite a big amount when you sacrifice it.
Blood Fiend. No point for an MM to take the signet over fiend, especially with all the traiting the minion will get.
Blood Fiend hands down. I messed with the signet and its lacking. I never thought about using blood fiend in a non-minion build until recently and I have to say, its pretty strong without traits. It has literally saved me a few times. I was messing with a wells/siphon/power build and its pretty nice, odd but nice. Not to mention the signets active effects don’t proc off the minions, just your damage so they don’t really work together.
The only instance where SoV “may” be better than BF for MM is when your BF gets spiked down continuously in wvw or spvp by smart players. SoV helps in this regard (if you never use the active) in order to have a regen up at all time… as long as someone is attacking you…
Even so and with good timing BF will probably win out with the sacrifice heal in those instances. It would have been nice if the passive still had siphon mechanics (aka did damage) like it did in datamined version.
Actually, Blood Fiend will still be better. Traited BF is ~20k HP in sPvP/WvW, so if you are good and sacrifice it, not only do you still get pretty decent healing, but also he has just tanked 20k damage from you. That’s almost your entire HP bar worth of damage put on a minion that’ll be back in 16 seconds.

Yeah, that’ll help… Likely you are being hit so hard that you won’t notice the healing ticks from the passive.
Hell, two trash mobs can overwhelm it…
The ICD would make sense if the passive still did damage (or we would be running around with a permanent retaliation on steroids), but without the damage component the ICD on the passive is overkill. This because we are still taking damage to heal, unlike warrior.
End result is that the passive is nothing more than a convoluted and very weak protection boon.
And the heal pr second of recharge of the active is outclassed by consume conditions, so if you are going to rely on triggering the signet to heal you may as well grab said skill.
I suspect two independent devs had their fingers in balancing the signet, and they didn’t talk to each other. And none of them were present at the demonstration. And with no major patch hitting until Jan. 21. it’s going to be a long cold wintersday for us necro. Praise Grenth…

Don’t forget that by dodging, you automatically lose a potential heal tick from the signet…
