Soldier. It is giving you much higher survivability (toughness), a bit higher power, and condition damage isn’t going to do much in your build.
I’ve found carrion to be good for a hybrid or condition MM build. If you’re not doing a lot of bleeds, soldier is better. A condition MM is very effective in some situations as it’s less in danger than an MM with dagger main hand but soldier offers much more survivability.
Precision and critical damage have nothing to do with your attack speed btw, aside from effects that proc on crits. I know that’s counterintuitive for a lot of people though.
If you attack once per second for 200 damage, you are doing 200 dps.
If you attack twice per second for 100 damage each, you are still doing 200 dps.
Now let’s say your crits do 200% damage, and we give you 100% crit chance.
In the first example, you would be attacking once per second for 400 damage, equalling 400 dps.
In the second example, you would be attacking twice per second for 200 damage. 2×200= 400 dps still.
People seem to understand that faster attacks = more crits but forget that bigger attacks = bigger crits. I’m not sure if that’s it, but I remember people having trouble with the concept way back on the wow forums.

Can you be more specific? Do you mean open-world adventuring, world events, or dungeons?
For open-world, it doesn’t really matter what you take, but Solider’s will be hella overkill. You don’t need anywhere near that much passive defense in a MM build. Your minions will be tanking almost everything for you anyway, so all a Soldier’s build will do is slow down how fast you’re killing everything.
For world events, Soldiers isn’t a terrible idea. Risen Priests can hurt. Though really, your stats still aren’t hugely important since you can always just hang back and throw marks from 1200 units away, then pop DS when you get focused.
For dungeons, Soliders could work depending on how you like to play. I don’t find that level of defense necessary for my playstyle (especially with a Blood-heavy build) but your mileage may vary. It’s rough getting minions to work in dungeons, though; they tend to be dead from AoE all the time.
In any case, I’d switch to Scepter+Dagger if you run Carrion. Dagger mainhand has decent base damage with just power but if you’re running Condition Damage, it’s better to use a true condi weapon. I use a Knights/Zerker mix in my Dagger+Focus power build and it works pretty well for me. Lots of big, shiny numbers popping up everywhere.

That’s fine, I’m just pointing out that attack speed doesn’t affect how much crits improve your dps, except in a very slight way with procs.
There really isn’t the need for a long discussion as to whether he needs Soldier or Carrion. He will get almost no use out of Carrion, so he takes Soldier. If he changes his build a bit, then he can take Carrion.
