Yes, its not the necromancer, condition, but you know why people are calling it the necromancer condition. A developer came to these forums and said that necromancers would have the most access to torment. Instead we ended up with the least.

So is it intended that we have only 3 stacks every 40 seconds in the start to watch everyone else getting a better uptime of it? I would even prefer to give up some bleeds in exchange. Maybe we will have something in this patch.

Remember they gave reveal debuff to engi, and now torment to mesmer scepter AA. They might follow the same pattern with necromancer but this time give both reveal debuff to a utility and torment to scepter #2 or #3. Cross your fingers, and hope for the best at this point.
I would much rather add some new, shiny emphasis to existing Tainted Shackles.
Like besides immobilize, it would also put special effect for couple seconds on targets affected by final strike:
a)Effect which inflicts X torment stacks for Y seconds whenever affected target removes condition.
b)Effect which heals and restores Life Force for every condition removed by affected target.
c)Effect which makes next utility/non-chain AA ability to fail, apply Torment and go on full cooldown. Unblockable.

Yes this will be a wonderful pvp game of ‘slap fight’ when everyone can apply 5-10 stacks of torment and no one can move anymore …lol.
You used to be able to kite entire teams with staff if you knew what you were doing on necro…not anymore since torment.

A stack of Torment on staff auto attack could be nice :P Our staff auto attack is similar to Mesmer scepter auto attack in that they both do 0 condition damage by themselves but are strongest when used as condition weapons (imo). Mesmers will get torment on theirs… would be nice to get one on ours. Doesn’t have to be long either. Two seconds is just enough to cause some pressure.

It was supposed to be the necro condition just like confusion was supposed to be the mesmer condition yet the engineer was far superior at confusion spiking and damage than a mesmer with full confusion traits.
You should know better than to trust in promises.
