I’m running a condition build for my necro and was wondering what people recomend for the armor?

Khilbron’s, or to save some money try to farm a dungeon set with the same stats (Condition Damage/Precision/Toughness), I know Twilight Arbor has a set with those stats, just check out the vendors in LA. For runes use Rune of the Undead, they are quite cheap compared to other runes and are terrific for condition necros.

Rune of undead is also very easily made as well.
