Necro Crowd Control build?
You could consider Chilling Darkness trait (1 sec of chill on blind) and Master of Terror (Fear lasts 50% longer). Shamefully, the fear duration (even if traited) can be a bit small. However, it still works quite well as an interrupt. Well of Darkness with Chilling Darkness trait is fun.
did you see mesmer Diversion with Imbued Diversion trait? mesmer is best CC class. necromancer doesn’t have as many CC skills and traits as mesmer. necromancer does many damage but those are the longest duration. necromancer is the class about condition damages and life steal than CC. and i tried blind+chill build. but it was very weak. not viable in pvp. i died too much while i try to blind and chill. and people don’t even care blind and chill. blind and chill are not stronger than interrupt skills.
Im more talking about end game PVE rather than PVP I had read that mesmer were good for single target CC but Necro had better aoe CC for dungeons etc.

there is no necromancer skill that you can interrupt many targets. and fear is only 1 second. but mesmer has even instant stun skill. and even there is a trait that causes stun when you daze foes. just try both classes. you dont need to read those threads. who says mesmer are good for single target? even there is a trait you can use shatter skills twice instantly.
Necro’s best crowd controling is mindless running arround to make sure everyone in the area marks you as a target. Then, all you need is a Signet of Locust and dodging to keep the crowd behind from killing you. Thats it, now you control the crowd!
Works in PvP too, at least on melee classes.

Pretty much this. We’re the only profession without a stun as well. If you want PVE CC try engineer, lots of knockbacks and stuns.
Wells and staff are good area pressure/control. If you’re in a dungeon where enemies are swarming around, laying marks and wells will do broad damage, both direct and condition-based. Plus life siphon (#4 on death shroud bar) deals good damage to all targets in range, assuming it doesn’t get interrupted.
If you build for healing (+heal gear, life siphon heals allies trait, #2 and #4 staff skills, well of blood on res ally, wells give protection, etc) you can also provide a solid amount of party support as well. My favorite time to do that is when i’m in a melee-heavy party, since they like to cluster. It works well with the marks/wells healing/boons you can give.

Basically the idea is focussing around blinds, i’ve not tried this out so not sure if the +condition duration effects blind or not hopefully it does.

Skill 4 for offhand dagger blinds 3 targets for 6 secs on a 15.5 sec CD traited (this hopefully gets the duration boosted by the 30 points in spite?)
Well of Darkness = blind on a 48sec CD traited.
Well of suffering = 36 sec CD and combined with the bone minions you can combo the dark field with the blast for an aoe blind again.
Then plague if you spam skill 2 you can chain aoe blind for the 20 sec duration.
Even the off hand dagger skill alone if its not buffed by the pts in spite = 6 sec blind on 3 targets every 15 secs.
Then you get the aoe slow from sceptre 2, plus all the marks from staff, along with all the wells giving protection.
Not sure if theres any runes/sigils that boost blind duration I know theres ones for bleeds etc.
Any thoughts on the build?

Revolving around Blind is useful if you have an extremely offensive group that can kill the mobs while they are missing their hits.
Focusing on this build would lower your average DPS abilities to just Plague (low DPS), Well of Suffering+Bone Minions (high DPS) and DS #4 (variable DPS dependant on Life Force).
