are they viable? like in dungeons? i don’t see it working particularly well in wvwvw so much…

It really depends on what type of PvE you are talking about but retal doesn’t deal nearly enough damage to really build a playstyle around it.

Now if the new Signet heal still had its retaliation style life steal attached that might have been the beginning of a viable tanky retaliation pvp build but it doesn’t do that anymore.

A retal build? You mean, Axe 3, which easily applies 100% retal uptime alone? Yeah its fine.

You can literally get perma retaliation just with Axe 3.

1. Equip Axe Mastery trait
2. Equip Axe
3. Fight 4 or more enemies
4. Enjoy perma-retaliation.

Well, almost. You have the cast time of Unholy Feast where you need some boon duration to have it up all the time. With Axe Mastery and five enemies, you don’t need any boon duration, though.

In order to get good enough numbers to warrant taking a full retal build, you’d have to invest so much power that you’d lose too much toughness to be able to withstand being hit that much so it’s a paradox. A pure retal build just can’t work. Now if you just want perma retal hanging around on you for kicks, read what those fine gentlemen above me wrote ^
