Necro wells or epidemic?
For levelling up in PvE i highly recommend you spec into minions. They will allow you to solo pretty much the entire game with little hassle.
As for WvW, it really depends on what you do inside to determine what build to follow (power vs bunker vs condition) what do you do mostly in WvW?

Nemesis probably has the best videos for newer players, I’d suggest you go watch them (they are stickied at the top of this forum). Wells vs Epidemic is a matter of preference, both are very strong.
For pvp wells, always going to be better than spreading your conditions a measily 600.

Take epidemic, but keep wells on the side. You will want to swap all the time. There is a bigger push for wells now because of the recent changes to epidemic, but epidemic is still one of our strongest utilities in a group setting.
However if you are fighting keeps and towers, ground targeting wells wins every time because of epidemic los issues.
For PvE? Well there is a trait that lets you cast wells at 900 range if you like that. For WvW? I would take epidemic, especially if you like to go with a zerg. It is just more logical considering you’re always on the move and you can spam it.
( Ive seen Necros do well with spectral grasp in WvW. I have been pulled off walls of towers i was defending… just something to consider)
In the end this is my opinion and I cant decide what you like.
I also agree with using wells, specifically the ones that the above poster detailed. I liked epidemic, and I do agree on the fix they made to it (LoS should always be an issue for casting anything, I mean you have to see the target), but I found myself never using it, at all, before the patch. It just never really fit what I wanted to do.
I play a bunker build, specifically the Sheobix Juggermancer, and those two wells (well of suffering and corruption) are staples to the build. I have thought about speccing more into them, that way I get targeted wells which would really get me more loot bags than I currently get (and I still get a lot).
In WvW, I run with the zerg as well where your staff is going to be the most used weapon. I don’t mind it much because I love that weapon, so I think wells and marks really go well together when you spec into targeted wells. I think it goes well with the scepter as well.
If your for pure farming WXP and Bags then wells are far superior for tagging. Well of Suffering deals the single best skill damage there is for Necromancers and Well of Corruption is up there with the best damaging skills plus its boon stripping powers.
A framework build for Power Wells would be 0/20/10/20/0 with Chilling Darkness for Plague and taking either Bloodthirst or Vampiric Precision depending on if you build Critical Chance or not.
