I find this build very effective in 1 VS 1 situations with good survival and damage, and is extremely useful in team fights because has a lot of AOE bleeds.

The “combo”
Blood is Power + Deathly Swarm + Death Shroud + Dark Pact + Doom + Leave Death Shroud + Grasping Death + Enfeebling Blood and then just use the auto attack of the scepter.
I found this “combo” pretty powerful.
