Traits:
Spite:
Spiteful Talisman: No longer deals increased damage to foes with no boons, but instead makes focus skills gain finishers. Reaper’s Touch: Projectile Finisher; Spinal Shivers: Blast Finisher.
Blood Magic:
Vampiric Presence: Is now removed.
New Trait:
Endurance Vampire: Siphon Endurance from foes when you siphon health. Amount Siphoned: 2. Amount Gained: 1.
Unholy Martyr: Radius is now increased to 1200.
Transfusion: Healing scaling increased by 33%.
Death Magic:
Putrid Defense: Now reduces damage incoming by 2% per stack of poison on attacker. Max Reduction: 20%.
Necromatic Corruption: Now increases all Minion stats by 15% except Health.
Reaper’s Protection: Internal Cool down is now 45 seconds and Stun Breaks.
Beyond The Veil: Now grants Protection to all allies in a radius when you enter or leave shroud. Radius: 360; ICD: 3 seconds.
Death Nova: Now does Corrosive Poison Cloud and has an internal cooldown. Minion ICD: 5 seconds. Downed ICD: 15 seconds.
Corrupter’s Fervor: Now reduces incoming damage by a percentage. Damage Incoming Reduced: 1.5% per stack.
Curses:
Chilling Darkness: Removed.
New Trait:
Darkening Shivers: Chilling a foe blinds them. Blind Duration: 4 seconds; ICD: 5 seconds. Try to come up with a better name, I can’t think of a better one. XD
Terror: Whenever you fear a foe, gain life force as well as pulse damage. Life Force Gain: 5%.
Parasitic Contagion: Now heals in Shroud by half the numbers.
Soul Reaping:
Spectral Mastery: Spectral Skills now grant Retaliation. Retaliation Duration: 5 seconds.
Strength of Undeath: Now Increases Condition Damage by a Percentage when over the threshold. Condition Damage: 5%.
Reaper:
Soul Eater: Also increases Greatsword attack speed by 25% instead of making Gravedigger siphon health. Not sure if/what to rename this.

Signet of Spite: Now gives 180 Condition Damage instead of 180 Power.
Signet of Vampirism: Now damages foes when your hit. Passive Damage: 201. Damage Barely Scales.

Well of Power: Now pulses Stability per pulse, converts 2 conditions to boons.
Well of Blood: Now heals in shroud.
Spectral:
Spectral Grasp: Now moves 50% faster, and immoblizes instead of chills.
Shouts:
“Nothing can save you!”: No longer removes boons but instead reveals foes in range. Reveal duration: 5 seconds.

Necromancer Changes
signet of vamparism vs well of blood : traited signet effect is good traited well is … well its reduced cooldown
For wells I’d suggest either a different trait effect or add onto it
and
either buff well of power to convert 2 condis per pulse or make wells shorter in duration but at the same effectiveness
ex with 2.2k power well of suffering does 3510 over 6 pulse or 3 pulses

Things of Note:
No to the Spiteful Talisman change: Your change seems odd and out of place. Getting rid of one of the few Necro damage increase traits is just cruel. We need more, not less.
No to the Vampiric Presence change. It is one of Necros few party support traits and adds up quite nicely with other siphons. Your suggested change would make it utterly useless in anything but pvp.
Yes to Putrid Defenses change. Currently it is as its icon suggests. Being able to gain double the current effect would go nicely.
Yes to Beyond the Veil. Currently a horrible baseline Death trait. A nice party support in general with the change.
No to Death Nova change. Your change seems absurdly overpowered.
Soul Eater. 25% seems a little too high. I’ve already suggested making it 10%. Maybe 15% would do?
No to the Signet of Spite change. Only power builds really use it, purely for the passive. Changing it would put it in the corner of uselessness as condition builds have no room for it.
Yes to Signet of Vampirism change. But it seems a little too high damage unless it were to keep its current ICD. Maybe thematically it would be better to deal Life Siphon instead?
Yes to the Well of Power change. Pulsing Stability has been something this has needed for a long long time.
Yes to the “Nothing Can Save You” change. I might actually use it in WvW if your change happened.
Looking at this change list from the perspective of a small scale WvW(around 5 players) player.
That change to NCSY would be a giant nerf that the skill has no need for.
Removal of Vampiric Presence would be one of the biggest nerfs that a power necro could see in this content and would severely lower their viability. Currently, a power reaper can establish himself next to warrior and scrapper thanks to it. It is easily one of the strongest passive auras in the game and synergises beautifully with certain teammates.
Transfusion buff is meh. It’ll be some nice emergency healing for friendlies with BM minors but it won’t cause people to suddenly grab healing power.
Pull into immob on a single skill is too strong, simple as that.
Soul Eater with +25% attack speed is far too strong.
No to the Spinal Shivers conversion change. You basically turn it into Corrupt Boon with a load of damage attached. Not to mention that boon hate is not the problem focus has.
Putrid Defense change would be a huge nerf in most cases. Most cases being everything but during RS4 whirl and while standing inside CPC.
Spectral Mastery buff is kind of eh. Not really much either way.
Death Magic and minions would need more work to be useful in groups without also being overbearingly powerfuly in solo encounters. For groups, they are useless to the point where my group ignores MMs very often because they simply don’t do anything. Unlike power or condi necro, they don’t really hurt you when left alone. They are a free kill at best. A detriment to the team who just eats the cooldowns of their friends.
Just the first couple things that went through my head when I read it. Gonna give it a second read later.

You want alot of changes in deathmagic but no change to soul comprehension? It is by far our worst trait. But yeah to the beyond the veil change.
